Partners in the STOPandGO project are delighted to invite you to take part in an Open Market Consultation (OMC) on the project’s European Specification Template (EST). This EST will be used by 7 partner procurers to procure services worth over €17million and benefitting at least 5,000 people. Those procurements and the resulting services will be evaluated within the project and the final version of the EST will comprise all the good practice that results from the evaluation. The European Specification Template
The EST is a key output of the STOPandGO project as it is intended to be a flexible procurement template which can be used across Europe to promote cost-effective commissioning of innovative services to benefit EU citizens at scale. The template embraces the use of the World Health Organization’s definition of “health” being “a state of complete physical, mental and social well-being and not merely the absence of disease or infirmity” (WHO, 1946). Therefore the health services will cover both healthcare activities and social activities provided by formal and informal carers, including the promotion of self-care and healthy life styles. In addition to describing the procurement process, the EST will provide procurers with additional information about interoperability, legal ethical and regulatory, evaluation, and classification of potential beneficiaries of services.
The EST will evolve over the course of the STOPandGO project. The audience for this initial draft will be twofold: the STOPandGO procurers and a wider stakeholder group. As the primary audience is the STOPandGO procurers themselves, there will be references to other project documents in the EST which won’t be available to the wider stakeholder group. However, we still welcome comments from the wider stakeholders.
A final draft of the EST will be prepared at the end of the project. The audience for this version is everyone interested in procuring services in the European context. All good practices and lessons learned will be incorporated into the final version.
The Open Market Consultation
One of the requirements of the EU’s Public Procurement of Innovation (PPI) instrument is that an Open Market Consultation (OMC) is held prior to the actual tender processes taking place. The purpose of the OMC is to canvass wide stakeholder opinion on the suitability of the European Specification Template (EST), which is made available to stakeholders for review. Note: The OMC process reviews the EST. It is not intended to be an opportunity to provide information about the local tender processes. All questions/comments that are received about the local tender processes will be excluded from consideration.
The OMC process has been extended and the procurers will be holding a series of local engagement events, and they will be publishing their own local PINs to announce their own, local, OMC. Links to those local PINS will appear on this page as they are published.
